In implementation of the Direct Selling Guidelines issued by the Government of India, the Government of Goa, Ministry of Consumer Affairs, Food and Public Distribution, Department of Civil Supplies and Consumer Affairs issued the guidelines for regulation of the business of ‘Direct Selling’ and Multi-Level Marketing (MLM) and republished for general information of the public. These Guidelines are issued by authority vide No. DCS/ENF/DSB/18-19/256 by notification dated 28th November, 2018 and published in the Official Gazette of Goa.

The Department of Consumer Affairs will be the Nodal department to deal with the issues related to Direct Selling in the State. Any direct selling entity conducting direct selling activities shall submit an undertaking to the Food and Public Distribution, Department of Civil Supplies and Consumer Affairs.
The State Governments will set up a mechanism to monitor/supervise the activities of Direct Sellers and Direct Selling Entity regarding compliance of these guidelines.
